§ 11-1. Filling of land.

(a)

It shall be unlawful for any person to fill any land within the City until the land has been cleared of underbrush or other growth, except ornamental shrubberies or growing trees that will not be buried, or except sparse weeds or grass, and the material is deposited elsewhere or is disposed of in a lawful manner.

(b)

It shall be unlawful for any person to knowingly construct or erect any structure above any material that has been buried or covered in violation of this subsection.

(c)

This section shall not apply to refuse disposal areas maintained by the City.
