§ 23-19. Special purpose vehicles; law enforcement animals.
(a)
The Mayor and the Chief of Police are hereby authorized to designate vehicles owned by the City and utilized for law enforcement purposes as "special purpose vehicles." All vehicles designated by the Mayor and the Chief of Police as special purpose vehicles may be lawfully operated and parked in and upon all public parks and public rights-of-way of the City by Law Enforcement Officers duly assigned to operate such vehicles. The legislative intent of this section is to exempt duly authorized and designated special purpose vehicles utilized by the Police Department from any and all otherwise applicable ordinances and statutes prohibiting the operation or parking of special purpose vehicles upon public parks and rights-of-way within the City. Special purpose vehicles include, but are not limited to, motor vehicles, electronic vehicles, golf carts, Segways and bicycles.
(b)
Horses and dogs utilized for law enforcement purposes are hereby exempted from Codes which regulate where they are allowed, equipment they must wear (e.g., leashes) and any other prohibitions related to horses and dogs, when the horses and dogs are being used for law enforcement purposes.
