§ 25-37. Definitions.
The following terms, when used in this article shall have the meanings respectively ascribed to them in this section:
Advertise means the act of publicly announcing or calling public attention to a person, thing, place or event and shall include, but not be limited to, the distribution of handbills or mass mailings, the use of outdoor advertising and announcements by radio, television or newspaper.
Outdoor assembly permit or permit means a permit as required by this article.
Outdoor public assembly, assembly or public assembly means any ceremony, show, exhibition, concert, pageant, rally, demonstration or parade which is held in or on any street, or sidewalk.
Parade means any procession, march or assembly wherein the participants travel by foot, vehicle or otherwise in or upon any street, within the City.
Parks means those areas designated as such in chapter 21.
Public issue or political speech or conduct means that noncommercial expression of ideas of public concern related to government, religion, economics, society, culture and matters of a similar nature as determined by the courts to be entitled to the greatest protection of the First Amendment of the U.S. Constitution.
Sidewalk means any area or way set aside or open to the general public for purposes of pedestrian traffic, whether or not it is paved.
Street means any place or way set aside or open to the general public for purposes of vehicular traffic, including any curb or shoulder, right-of-way or median strip thereof.
