It shall be unlawful to install any apparatus, appliance or conduit, where a water
meter has been previously installed, which apparatus, appliance or conduit is intended
or designed to prevent or which prevents the entire quantity of water flowing from
the City mains to the water fixtures in any house, building, room or other place from
being fully metered.
