§ 27-371. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Developed parcel means any parcel which has any building, structure, appurtenance or improvement.

    Discharge means any direct or indirect introduction of any solid, liquid or gaseous matter.

    Impervious area means the surface areas in a parcel of real property which prevents or severely restricts infiltration of stormwater into the earth.

    NPDES means the acronym for National Pollutant Discharge Elimination System.

    Parcel means any piece or abutting pieces of real property having the same ownership. However, when property has been platted, each platted lot shall be considered a separate parcel.

    Separate storm sewer system means the system of conveyances owned by the City used for collecting, storing, and transporting stormwater but not including any facilities intended to be used in accordance with applicable law for collecting and transporting sanitary or other wastewater.

    Single-family impervious area unit (SFU) means a unit of measure which provides a basis for comparing the stormwater runoff generated by one property to that generated by another. An SFU is defined as the average of the impervious area for a single-family residential parcel in the City. This average has been calculated by using a statistical sample to be 2,719 square feet in the City.

    Single-family residential parcel (SFRP) means a single-family detached housing unit on an individually platted lot.

    Site of industrial activity means any area or facility used for manufacturing, processing or raw material storage, as defined under 40 CFR 122.26(b)(14) of regulations of the U.S. Environmental Protection Agency, as amended, and includes construction activity where five or more acres are subject to clearing, grading and excavation activities.

    Stormwater, for the purpose of this article, includes rain water as it falls to the earth and surface water and drainage paths taken by such water.

    Stormwater management or stormwater system means all public facilities, manmade structures, all natural watercourses used for collecting, treating, storing and conducting stormwater to, through and from drainage areas to, and including points of final outlet. A stormwater system may include but is not limited to any or all of the following: inlets, conduits, valves, creeks, lakes, channels, catchbasins, ditches, streams, drainage wells, gulches, gullies, flumes, culverts, siphons, retention or detention basins, dams, flood walls, levies, spillways, pumping stations and appurtenant features to all of the foregoing.
