§ 2-122. Budget estimate.
(a)
The Mayor from information and estimates shall compile, revise and submit to the City Council, on or before July 15 of each year, a budget estimate of the expenditures and revenues of their respective departments and divisions for the ensuing year. City Council may, by resolution, require a budget submission date earlier than July 15 but not earlier than July 1 provided that the resolution is adopted at least two weeks prior to the revised date.
(b)
The classification of the estimate shall be as nearly uniform as possible for the main functional divisions of such departments, divisions and offices, and shall give in parallel columns the following information:
(1)
A detailed estimate of the expense of conducting each department, division and office.
(2)
Expenditures for corresponding items for the last fiscal year.
(3)
Expenditures for corresponding items for the current fiscal year, including adjustment due to transfer between appropriations, plus an estimate of the expenditures necessary to complete the current fiscal year.
(4)
Increases or decreases of requests compared with corresponding appropriation for the current year, with reasons for such increases or decreases.
(5)
A statement of the total probable income of the City from taxes for the period covered by the estimate.
(6)
An itemization of anticipated revenue from other sources.
(7)
The total amount of the outstanding City debt, with a schedule of maturities of bond issues.
(8)
The amount required for interest on the City debt, for sinking funds and for maturing serial bonds.
(9)
Such other information as may be required by the City Council.
(c)
Copies of such estimate shall be furnished to the newspapers of general circulation in the City and to each public library of the City.
