§ 2-128. Appropriations for certain contracts.
(a)
In the event that contracts are made to extend over a longer period than one year, and which are to be met from current receipts of the City, it shall be lawful for the City Council to make an appropriation sufficient to fund any such contracts for only one year, and the contract shall be legal and binding upon the City notwithstanding no appropriation has been made for the ensuing years over which it is to be operative; and it shall be the duty of the City Council to make appropriations from year to year as required for the purposes of such contracts. The obligations of the City under such contracts shall not be considered to be part of the indebtedness of the City.
(b)
The duty to appropriate provided for in this section shall be limited to an obligation in any given year to budget and appropriate from legally available funds, after monies for essential City services have been budgeted and appropriated, sufficient monies to fund the contract for that year.
