Article IX. TELEVISION ORIGINATION AND TRANSMISSION FACILITIES OPERATED BY THE CITY |
§ 2-487. Statement of purpose.
(a)
The City operates television origination and transmission facilities which includes a cable television channel and a commercial broadcast channel for the primary purpose of providing information related to the functioning of the City government. Through these facilities the City presents unedited coverage of City Council meetings and other meetings where activities and issues are discussed and decided that effect the lives of the citizens of the City. The City also presents information related to City projects, programs and activities which may be of interest to the public. These television facilities are operated by the City as an information service for the citizens of the City and the surrounding communities. The City may also offer other types of programming which the City deems to be of interest to the persons residing in the area served by the cable and broadcast channels.
(b)
The City Council hereby finds and declares that these television facilities are not public forums. The goal of the City in operating these television facilities is to televise only that programming which is in the public interest. The City reserves to itself, consistent with federal law and Federal Communications Commission Regulations, the editorial discretion to decide what is in the public interest and therefore what programs should be televised using these facilities.
