§ 5-25. Allocation and project selection process.

  • (a)

    The AAC shall establish guidelines and procedures for the acceptance of applications, the issuance of requests for proposals, review of applications and responses to requests for proposals, and recommendations to City Council for approval.

    (b)

    A grant application or requests for proposal response shall be made to the AAC in the manner established by the AAC which shall not be inconsistent with this Code.

    (c)

    Applicants/respondents shall:

    (1)

    Be registered with the Florida Secretary of State as a nonprofit organization.

    (2)

    Be a 501(c)3 (pursuant to IRS regulations) or equivalent organization.

    (3)

    Be in existence and providing services to the City residents for at least one year after registration with the Florida Secretary of State which is completed prior to July 1 of the year of the application.

    (4)

    Have no outstanding debts or delinquent accounts with the City.

    (d)

    The AAC may establish different procedures based on the type of support requested (general support, specific project support, etc.) and the size of the applicant/respondent or the years of operation of the applicant/respondent.

    (e)

    The AAC shall establish written guidelines for allowable and non-allowable costs.

    (f)

    The AAC shall establish a review process and publish the timeframes for applications/responses and approvals each year.

    (g)

    After reviewing all applications/responses, the AAC shall make a recommendation to City Council.

    (h)

    The City Council may approve, modify or reject any recommendation of the AAC.
