No persons except pilots, duly authorized the POD, personnel, passengers going to
or from aircraft, or persons being personally conducted by pilots or airport tenants
shall be permitted to enter taxiways or ramps. This does not give any person so excepted
the privilege of unrestricted use of the airport. These privileges are confined to
necessary use of this space in connection with flights, inspections or routine duties.
