§ 25-7. Franchise required for use of streets, etc.

No person shall exercise any franchise or privilege mentioned in this section, except insofar as such person may be entitled to do so by direct authority of the State Constitution or laws, or the Constitution or laws of the United States, in, upon, over, under and along right-of-way or other public places in the City, unless such person shall have obtained a franchise therefor from the City.
